Biography

Ric J. Navarro is one of three founding Shareholders in the Firm. He is a graduate of the University of Texas School of Law and a former briefing attorney for the Hon. Reynaldo G. Garza, U.S. Court of Appeals for the Fifth Circuit. Attorney Navarro joined the Firm after serving as Chief of the Civil Division of the Bexar County Criminal District Attorney Office under Hon. Fred Rodriguez. Attorney Navarro’s experience as a state and federal litigator for Bexar County, its officials and employees, was the beginning of a long career in the service of local government.

Currently, Attorney Navarro is the Managing Partner of the Firm’s Houston area office, established in 2021. Previously, Attorney Navarro opened and developed the Firm’s Rio Grande Valley Office in 2000, where he served as Managing Partner for 25 years.

Attorney Navarro’s professional career, like the mission statement of all the Firm, its Shareholders, Partners, Attorneys and staff has at all times been dedicated to serving the legal service needs of local government in the State of Texas.
